"Gokakoku no Uchi; Russia" (One of the Five Nations; Russia). Yokohama-e of a Russian wearing a hat with the double-headed eagle of the Russian Empire. The writings in Japanese under the title cartouche says, "14300-ri (mile) from Yokohama".
